Tickets: remove the charge notice confirmation step from ticket creation for all roles

Digital picklist: shared tablet-first overlay with tabs, sorting, scan-to-pick and persisted progress

- New FulfillmentDigitalPicklist component replaces the four cloned digital-picking
  overlays (generate-shipments panel, picklist-desktop, mobile picklist, mobile
  generate-shipments); rows mirror the printed picklist (X/Y/Z locator boxes, big
  merchant pick code from C_BPartner.PickProductIdentifier, name, codes, weight)
- Tabs To pick / Later / Picked / Shipments instead of the 3-column layout; sort by
  locator (direction + start aisle), pick code, value, SKU, MPN, qty, shipper,
  shipment, org; search; scan-to-pick; +1/-1/All/Later/Undo; image lightbox;
  progress persisted in localStorage per shipment set
- Dashboard Picking generator: "Digital picken" over all open shipments (one org or all)
- Mobile dashboard: new "Digital Picking" card and /mobile/digital-picking page
- Shared helpers: utils/picklistItems.ts, composables/useProductThumbs.ts; de/en/es keys
