Claude instructions: move recipes into path-scoped .claude/rules

CLAUDE.md + the @-imported reference/recipes.md added up to 159k chars,
over Claude Code's 150k instruction limit. The recipes now live as 32
trimmed files under .claude/rules/<domain>/, each with paths: frontmatter
so they load only when matching files are touched. CLAUDE.md is condensed
and carries an index of the rule files instead of the import.

.gitignore un-ignores .claude/rules/; stale recipes.md pointers in code
comments and docs now point at the new files.

Dashboard: Prime same-day deadline card, reorder first row, partner isPrime flag

- New card 'Prime – heute raus' (server/api/dashboard/prime-due-today.get.ts):
  open DHL/DPD orders of Prime merchants (C_BPartner.isPrime on the org's
  partner) created until 14:03 Berlin that are not commissioned yet (open
  shipment, or fulfillable without shipment); red + pulse after the cutoff,
  carrier logos, polled every minute
- Open Orders: drop the fillable/unfillable split column, narrower card
- Tickets: no category column (category / request type shown in the hover
  tooltip), moved to the former phone card slot
- Recent calls card moved to the side column below the latest leads
- Partner form: isPrime toggle with tooltip (edit/update/store + en/de/es)
